On October 23 and 24, 2013, the Deputy Secretary-General of the Beijing Arbitration Commission (BAC) Dr. Chen Fuyong attended the weekly event of the Hong Kong International Arbitration Center (HKIAC) and made two keynote speeches for the postgraduates of law schools of the Chinese University of Hong Kong and City University of Hong Kong. Taking the arbitration rules and practice of the BAC as the topic, Dr. Chen Fuyong introduced basic information on arbitration in China and analyzed the differences between the BAC and other arbitration commissions in mainland China from 7 perspectives, which vividly presented to the students the development of arbitration commissions in mainland China on the example of the BAC.

Deputy Secretary-General Chen Fuyong introduced the arbitration practice of BAC from internationalization, diversification, independence, fairness, high efficiency, professionalism and sense of social responsibility. As to the internationalization of the BAC, while the number of international commercial arbitration cases of the BAC has remained stable, the BAC is also actively in expanding its domestic influence at the same time. In 2012, about 46.3% of the cases accepted by the BAC, the parties of which was from other places than Beijing. The parties came from the entire country except Tibet. In order to provide excellent and professional arbitration services to the clients from all over the world, the BAC aligned its rules with international standards, and maintains a leading position in the field of dispute resolution. Moreover, BAC has a great number of leading experts in international commercial arbitration, both Chinese and foreign. Regarding the BAC’s development of becoming a diversified alternative dispute resolution centre, BAC established the BAC Mediation Center in 2011, so as to provide the parties with professional and world-class meditation services. Furthermore, BAC is the first arbitration commission in mainland China to stipulate the Rules of Construction Dispute Boards. BAC has always upheld the value orientation of independence, fairness, high efficiency and professionalism and achieved outstanding development in finance, system design, arbitrator selection, employment and training. Besides, the forthcoming newly amended version of the BAC Arbitration Rules could meet the demands of the parties better when settling their complicate disputes in the area of international commerce.

The speeches attracted a lot of students and several senior professionals in Hong Kong law practice including the chairman of the Chartered Institute of Arbitrators (East Asia) Yang Wensheng. They showed their interest in the BAC arbitration practice and had a heated discussion with Dr. Chen Fuyong after the speech.
During this visit to Hong Kong, the BAC’s Deputy Secretary-General Chen Fuyong and case manager Wang Ze attended the weekly event of the HKIAC from October 21 to 24 and strengthened liaisons with the HKIAC. In addition, they visited the University of Hong Kong, Chinese University of Hong Kong, City University of Hong Kong, ICC Asia Office, CIETAC Hong Kong Arbitration Center and Hong Kong Arbitration Chambers and discussed about the further cooperation with BAC in the future.
